Let users add articles which are clearly legally available (at least in their own locker).

I found an article which is available legally via the publisher, however it is not being shown on Kopernio. I think this is because it is not linked pretty much on any big academic search engine.
Is there a possibility to manually add this article in my locker or even make it available to other users?

Could you please share the URL/DOI of the article that Kopernio fails to retrieve for you? I will try to investigate why you can't access those PDFs.
The Kopernio plugin should find PDFs that are available to you through subscription or open-access on the publisher's website.
