Allow +/- magnification button to be present when chrome window is reduced in size

Under Consideration

I frequently have chrome take up half the screen and my word doc on the other half. The zoom +/- buttons are present in full screen, but disappear when i reduce chrome's window size. Using ctrl+scroll to zoom in or out with chrome isn't effective as the pdf resolution does not adjust accordingly.
